I think you should check out the Philadelphia areas that had your so-called decaying city identity. Many decaying areas of 40 years ago have been rebuilt and almost look like suburbs, with lower density than before. As I observe housing decay, I see it as a revolving phenomena that hits areas of certain age (after 40-50 years at least) attracts poorer people for cheap housing, and then needs razing to develop newer communities. It is somewhat unfair to label Philadelphia and Detroit as decaying when equally decaying areas can be found in parts of the five boroughs. What was Hell's Kitchen 30 years ago?
Other areas of Philadelphia have steady real estate value while the market is in trouble.
